Background media player service with notification and floating controls

I need a background media player that can be controlled via a notification in the status bar and a floating window to control that can be opened up by clicking on the notification that hovers above other apps (like facebook messenger chat heads) and closing it. It needs to be able to stream audio from a URL. The media player needs to have the following features: - Previous Track - Next Track - Play / Pause - Stop - Loop - Buffering or Playtime Status - Seek bar - Fast forward in timed intervals (ie. 10 secs, 30 secs) - Rewind in timed intervals (ie. 10 secs, 30 secs) - Lock screen control - Headphones control - Audio focus (when dis/connecting headphones, starting call etc.) - Pre-buffer upcoming songs I need to be able to enable / disable all of the above features via a command. If they are disabled and a user clicks on them it should notify them (perhaps via a Super Toast) that the option is disabled. I should have the ability to queue a song for the player by doing something along the lines of '[login to view URL](song);'. Budget should be around $200 AUD.
