Android Application for measuring

I would like a simple application available for Android 2.1, 2.2 and 2.3 that you can simply open an image from the camera or SD card on a mobile device and drag your finger across to make a line, then manually type in a dimension. See attachment for further explanations. I have a fake video of this in action as well. It will show in great detail how I want this app to function. I also have created a great deal of the icons and information myself, so basically I just need someone to code it real quick as I don't have the time right now. This is a one time application making venture.
