Hello, I read the paper and I think I would be able to summarize my understanding of the algorithm presented in the paper within a day or two. I am proficient with MATLAB and I will try my best to produce the pseudo-code breakdown of the methodology if I'm given a 'go ahead' from you. The amount I'm asking is tentative since I'm not sure the budget you have in mind. The range of project budget seems too wide. Thanks!

I am a Computer Engineer and my PhD thesis was totally related to probability algorithms yet the field of application was another (microelectronics). Recently I worked during almost two years as a post-doctor researcher studying machine learning and probabilistic graphical models. Now, I work as a data analysis consultant.
