Advertising platform - open to bidding

Hi! I need somebody to build my new advertising platform. The project includes: a simple promotional home site, the core of platform (description below) and ad-panels with statisctisc for publishers and advertisers. The platform 1. Advertiser types any website adress he wants to advertise on 2. The platform loads a view of website 3. Advertiser can drag and drop different formats of ads (like popup, double billboard, change of background) 4. Platform creates an order 5. Advertiser negotiates the terms of order (price, date) with publisher Publisher 1. Has only one code from us to install on his website 2. After installing code and accepting the terms of order, application loads positions of ads and displays them on the website Of course apllication should also generate invoices, collect and pay money and count stats.
