Crab Pot Buoy Release Design and Manufacture Prototype

Currently I use zinc strips which hold a crabpot buoy underwater for a length of time until the zinc corrodes and the buoy is released then floats to the top. What I would like is a buoy release mechanism that I can control from my boat, so the buoy is released and comes to the surface when I want. I am looking for someone to develop a crab pot buoy release system. The system should use a normal crab pot, line, and buoy. A "latch" should hold the buoy underwater (tied to it's line about 20' down) until signaled from the surface to release. Once released the buoy will float to the top. Ideally the release system would be best is triggered through a cell phone, but radio waves won't travel underwater. I know a boat's depth finder can send waves through the water. I am looking for a person to design and manufacture a prototype for me. Thank you for looking.
