Create an OpenStack Swift Storage Cluster

I'm currently using Amazon S3 for two projects. I'm now up to many terrabytes of usage and the bill is starting to present problems for budgets. Not so much for the storage, but for the associated costs that come with that storage. We have a lot of reads, and the files are served most days for various parts of the different projects that we undertake. Cloud storage using the public clouds is stable, and cheap, however there are a lot of hidden costs in the PUT/GET and outgoing bandwidth functions that are producing bills that are now 4 times greater than the cost of the storage. We are now in a position, particularly with the rise of cloud computing and storage within the company, that we would like to move to a private storage cloud. I should note, no compute functionality will be required, this is a pure swift storage cluster. By utilising our own cloud, I can control the cost of the hardware, as well as not be lumbered with bills for outgoing bandwidth and millions of other HTTP requests. Project requirements: All cluster nodes, including controller must reside on OVH dedicated servers. The system should allow for multiple regions. The system should be infinitely expandable, even if that means future work to increase the front end servers/networking. It should have Celiometer, or an equivalent running so that in the future I can manage, and potentially sell space on the cluster. The possibility of adding more storage nodes, in any data centre (OVH) as required, as we or other projects expand. Built in fault tolerance, so triple replication on all files. If possible: I'm not sure this is with Swift, however, I would like to system to serve the files, if required, from the node that they reside on, rather than all outgoing traffic being routed through the front facing server. I'm not opposed to using any object storage platform if it fills the requirements. I am aiming for commodity servers, for storage nodes that can be added and removed as required, built on a stable platform that can be used commercially. I am happy to answer any questions regarding more specific details. I've set the maximum budget at £1000 initially, but am happy to discuss. The downside of Freelancer is that you cannot have ad-hoc pricing, and have to put something in the box. I am of course looking for competitive quotes. I feel that this is not an overly complicated project, if you have the correct background. Although, with my background in PHP, rather than server setup/object storage systems, I stand to be corrected, given the right advice.
