build IVR / voice XML

Hello, I need an IVR for a telco voice service (horoscope) to be developped and implemented on our server. The app has to run on a voice XML base. Furthermore, a text to speech (FRENCH) solution has to be integrated. The caller is a calling a premium rate service. There has to be a voice welcome message. There a two choices proposed dialing either 1 or 2. Dialing 1 will reroute to a choice of 12 zodiac signs is proposed ("type 1 for libra", etc...) The caller can then lsiten to it's horoscope (all in French). The system should be designed in a way, that we can upload the 12 horoscopes for each month automatically (word document). The text is then transformed as a text-to-speech and can be listened by callers.
