Custom Registration and Group Access

We need a custom registration that has a drop down The fields we need to have are

Verify email *

Province/ State *

Postal Code *

Mobile

We would also need a custom group that allows guests to view a registered page but not interact with the auction bidding. This is for a Cattle Auction Site
