Mini Project to modify existing Javascript program

Mini Project Description for Gaze Detector 3/27/2017 Overview: Looking for an experienced Javascript programmer to make modifications and improvements to an existing program which takes Webcam video and detects eye blinks, while stepping through choices on screen. This is an ongoing project with incremental changes. Changes will be let out in fixed price increments. We would start with a small paid for modification before moving onto more to make sure this is a good project relationship for the both of us. Then if successfully completed move onto the project with a full spec. General Description of Program Operation: Title: Eye Blink Detector program. Purpose: Enable the user to spell and speak words by blinking. Environment: PC or laptop running Windows 10 , Code is currently in Javascript, Webcam/Camera pointing at the eye. Program scans (steps thru) by highlighting fields on the display. User then makes selection by blinking. Rows are highlighted first, then if a row is selected the fields across the columns are highlighted. If a blink is detected the letter is added to the word field as words are built up. If the Speak field is selected the letters in the word field are spoken aloud thru the computers speaker. Here is the mini project task: To make a simple modification to our JS program. We need the program to save the scan speed and blink speed settings locally to be accessed when needed. You will need to create a file with the values of the scan speed and blink speed recorded so that when the program is reopened the user’s last settings are already a default.
