Design and usability for existing webapplication

Existing websolution needs a design for a good shape, speed up (Javascripts) and usability. Project is written in asp, c#, we used jquery and sql server. Webtool is for yachting and marine life. what we are looking for 1. Familiar with using Photoshop, Flash, dreamweaver (better have background on drawing) 2. Familiar withHTML and CSS 3. Familiar with web page UI design, JQUERY 4. Knows Javascript 5. Knows c#, asp.net will be better.
