I have done similar work with Java games but it was for Minecraft servers. I would start this project from a premade RSPS base that you like loaded onto a Digital Ocean droplet. I would recommend using Linux given that it is free and quick to setup. From there I will edit the source to provide the additional features that you would like. Note: Hosting this on a virtual server will cost money on a per month basis and that cost will be determined by the anticipated activity on your server.
