Create Template and Generate images on server using template

We are looking to generate multiple images on our server based on template files and text requested. Your task will be to set up templates and generate files. This is long term work, we have about 50 templates that needs to be generated into images based on our database. I have attached sample of images based on text. For example, we are looking to generate I LOVE Afghanistan, I LOVE India, I Love America etc. images. and have template for that. we want two kinds of images generated - 1 full size, 2 thumbnails. This should be fairly easy for someone with experience in generating images on server. We would like the ability to curve text/ rotate text/ decrease font size based on space available, or split text into two lines depending on word length. Additionally, would be great if you can integrate image based templates for example, Flag of India, flag of germany etc. as i give in template. You can use any stack/language, we have our own server so we can install any program/script as necessary. We can do it in flash/ canvas and set it up that we setup a template in flash and use URL to dictate text and fields.
