Build a REST website -- 2

Since there are lots of people response this one and asking more detailed specifications on this, let me re-post this again :) What I want to build is a RESTful backend web service by using Jersey/Maven architecture. After the project finished, I should be able to deploy the code to, say EC2 servers. It should have separate application log and graceful startup/shutdown log. I need one case of unit test, and one case of integration test (should be easily to add more in future). We unit test should be run every time I build the project and the integration test should be run before I deploy it to the server. For the website service, the basic feature the login/register membership feature. It can just return a hello world json string if users are not logging in. The register and login page can be really simple. If the users login, all the communication should via https. The frontend is a ios app. It could just have login and register feature should be fine. (This part is not necessarily part of this project, I just mention it so that you know what the frontend looks like). However, if you can also implement this part, I am willing pay more accordingly.
