Create Linux Virtual Appliance for our Tomcat-based APP

We like to setup a VMWare / VirtualBox appliance to run a minimal linux distro with the necessary services to power our Tomcat 7-based JavaEE APP. Must run with JVM7 and some jdbc drivers. Upon boot a menu should be presented with the app status, i.e. ip address, port and URL to access, and options to start, stop, reset the Tomcat instance, viewing log files, and a way to view performance info. There should also be a way to edit the ip address / port of the server. We require that the box be secured & locked-down, in this manner blocking the users from accessing a shell or making changes. Finally, there will be an SSH port and key to login.
