Android application: Connects to a website, has a widget.

I cannot explain too many details publicly but here is what is needed fro man experienced programmer. Android app takes a couple of photos from the internet and uses them as a widget but with some small graphics layered on top of them. User can launch the app and add his own photos to be in the widget, he can also choose which small images get over laid on top. The app must have a front page with news from the website and a countdown calendar. I think this is a very simple app for an experience developer. The budget is low but the time frame is one month. The budget is maximum 200$ but I would appreciate a lower bid from someone who is willing to apply updates to the software in the future. Thanks.
