Application using JBoss Cache or any other Cache mechanism

This project deals with developing a part of an application ( a self contained jar that will be used as part of a war file ) that will run on all app servers ( JBoss, Websphere or Weblogic ). In a nutshell I have some static data in a database that will be put in a distributed clustered cache. This data is available 24x7 and gets updated on the fly, when we update the corresponding data in the database. Size of the data will be around 2 GB. When an end user makes a request in a web application, I can call objects on the cache and get my information right away. You will need to justify why you think a particular technology is best suited for this. I need high availability, scalability without any memory issues. Freelancers / Companies having previous expertise in this area will be considered. Work starts right away when the developer/company is selected.
