Uploading videos on new YouTube channel and promote

This project is split into two tasks. #1) I launched a YouTube channel for my client in 2007. Unfortunately, the account was canceled for monetization a few weeks after my client's account was approved for monetization. I need someone to contact Google and ask them if they can reinstate my client's account. My client already owns a YouTube channel which has millions of views, but he wants to make a channel wants to launch his channel again with the use of monetization. What is the best solution for my client? Can he launch a new monetized channel? I will pay you immediately - as long as you can solve my client's case.
