Distribution of small proxy software in targeted cities. - repost 2

I have small proxy software that I would like distributed in targeted cities. The first being Miami. The software must run on Windows computers and preferably the windows computer should remain on and connected to the internet for the majority of the day. I do not care what methods are used to distribute as long of course as it is legal. The software is legal, but does not disturb the user's interaction with the computer. It simply tunnels web traffic and uses minimal resources. As I said, the first city is Miami. Another factor is that I will have 1000 or so programs made (mostly identical but with different settings). So different versions of the program will have to be distributed using your methods. Multiple people can have the same program but the goal is to have as many programs distributed evenly. Thank you and good luck bidding. tttt
