Do a svg brochure template

Create a svg template based on the supplied model image. I have an image which is a scan of a brochure that I liked. I would like to have it in svg format. I will then edit myself the text parts with inkscape. The job is to create the svg file that looks like the supplied model image. The template is a simple A4 page. It does not need to be an exact copy.
