Create HTML 5 / CSS 3 Application Template for Chrome

To get started with an application I need a HTML 5 / CSS 3 template. The primary goal is to define a template with a clearly defined structure that can be easily modified for reuse according to my later needs. The main purpose of the template is to provide the layout structures for a number of panels that each contain a number of design elements. I expect to fill two of six panels with a number of typical HTML 5 design elements, like sliders, selectors, input- und output controls. Each element must be addressable, but there is no programming required. The job consists of the following tasks: 1. Create the basic layout (header/menu, content, footer) 2. Add two sections to the content area (must be changeable to 1, 2 or 3 sections) 3. Add three panels to each section 4. Add some HTML 5 components as an example to two panels 5. Add a menu to the top bar (simple navigator) 6. Add a menu button to the top bar 7. Add a dialog box with a menu and an About item to the menu button (optional) A scripted dialog box example started from a menu icon as well as any other scripted functionality is optional. Please read the attached document with my expectations and requirements carefully and let me know what you can and will provide. Your answer helps me to take the right decision, but dont forget, I need a HTML 5/ CSS 3 expert not a JavaScript expert. My decision will depend on how well you understand my expectations and never depend on your programming skills. I expect a simple design with comments wherever appropriate. It's fine, but not required to use JavaScript for examples. I expect your work to be done as a perfect solution for my project from scratch. Dont use any existing templates. Dont over define with unnecessary code, only Chrome must be supported. I need the project to be done as soon as possible! Only bid if you can start immediately.
