Create a GIF Animation based on existing animations

I need someone to produce optimized GIF animations with different sizes for each of the three languages (English/German/Greek are already provided in the ZIP) based on GIFs in which are in the ZIP file.
So for example, if you will provide a GIF for size 600x500 you will produce:
600x500-EN
600x500-DE
600x500-GR
Required sizes are:
Animated GIFs should have 24-26 frames and no more than 30 frames, initial frame should be showing for 0.5 sec and the remaining frames 0.15-0.20 sec. Final GIF should NOT exceed 400KB.
Payment will be made ONLY after fully finished and performance/speed optimized GIFs are delivered and I'm fully satisfied with that.
