Change background to new colour and add a border

I want the following background attached in a different colour.
The navy blue should be: a shade of dark grey (5d5d5d)
The light blue should be: a slightly lighter grey (808080)
I also would like this in a rounded rectangle (738 x 1322).
With a slight border.. as it will be used as a pop up. The border should be in this colour (efab54) with a slight shadow effect.
