Builder Website in Vietnamese

To design a builder website and also a good logo. The website is pretty simplistic representation of of different pages of previous work and what can be done. For example the front page opens with "In English or Vietnamese". Depending on what the user clicks they will be taken to the relevant page. Please not I require 2 different types not just a simple google translator as Vietnamese designers will know that google translations are normally not good enough. Eventhough the work consists of Vietnamese this doesn't narrow the job to Vietnamese designers as I shall update myself and word myself the site. What I need is the design so different tabs like: Roofing Kitchen Bathroom Flooring etc etc etc. All in all about 30 tabs. The person designing the website will have to hand it over as an easy way of me updating the website myself with pictures along with some words. An example of this is one of the tabs say "Flooring" In there I should be able to sub tab for example wood flooring or tiles or paving which needs to be simple enough to do myself. Another feature I would like to have is a before and after picture being merged together. If this is too difficult or much more expensive then just another sub tab inside for me to display my work before and after. The site has no selling, an email system so that people can post questions or book for an estimate with forwards to my email address will be required. I shall pick the best person I believe to do the job on Thursday 30/03/17 to start immediately. Please only bid if you're able to start straight away. This can be a very simple wordpress site costing $250 but if you're able to show you can give me something exceptional I'm willing to pay more. Please if bidding $1000 include what I can expect rather than just saying "we can do the job our price is $1k"
