Build a website for me

I am looking to have a website built for my startup. I'm looking for someone that can design and build a website that is also mobile optimized. A client would need to login and create a profile. After the client logs in, they will be able to create a new project and input the details we need to do the work. Once the project is finished, our team member should be able to upload the finished work which would then send the client a copy of the work as well as save a copy online for retrieval for up to 90 days. There should also be an area for employees to log in and work with their assignments. Employee should be able to input a before and after total for work. I would like each employee to input the final dollar value of each project which would create a ticker on the main site that would show the previous days total. For example - We've already completed $25,000 in work. We completed $10,000 in work yesterday. At midnight the ticker would start at $25,000 and by the end of the day it would read $35,000. I would also like a separate page that is not accessible by clients that I can use to market to clients. This page would include the ticker above plus total # of jobs completed, average total per job, average dollar increase and percentage increase. I would like to integrate PayPal payments into the site. I currently use Weebly for all of my sites.
