Build a Website and Backend/Admin section for Hockey League

I am readvertising this as it was not completed by last freelancer. My client and I require a PHP/CSS expert to build a website and back-end control panel/statistics system, similar to that used on [login to view URL] for a new Inline Hockey League. I have attached a detailed specification outlining what needs to be included and how the website and control panel is to be structured. Wordpress is NOT to be used. This must be designed in PHP and CSS. The website will have elements that are updated via a statistics system/control panel which will allow an administrator to log in and add/edit/delete items. The homepage especially will have Facebook, Twitter, League Standings (live), Latest News and Latest Statistics (Live). Payment terms are £50 on completion and remainder 1 week after the website goes live so we can make sure everything works correctly. I can provide login details for a very similar system which you can use as a basis for the new control panel. The website itself must also be responsive so it works well with Mobile, Tablet and PC. I also have hosting access that can be used during building/testing. Successful completion of this project will lead to much more of this type of work. As you will see from my specification, I have already provided the general layout of both the main website and control panel. This can be followed but may require minor changes.
