Hello, I have good knowledge of PHP and HTML to create a good looking and secure web app. I have done similar work previously to create a secure one time download monitor which allowed user to download music files and images from server only one time using url which they get after payment in email. I find your project quite similar. Let me know which server would you be using for hosting this web app. If you are using apache then we can use mod_rewrite to secure access to files by routing requests to downloadable files via a PHP script which will check if user is properly authenticated or not. Also with apache .htaccess file can be used to secure files and PHP script will also serve one random file and then can delete that file. Let me know what you think about this.
