Build a Website

Need a website created that will support a community of bloggers. The content is comprised of short posts (up to about 200 words) . People should be able to sign up as members and post their own content. Content should be taggable or somehow group-able into categories. Either a look and feel that mimics Medium or Pinterest is ok. Readers must be able to "like" and socially promote posts. As administrator, I need to have a space where I can describe the purpose of the site. I also need to be able to approve or disapprove content. I need to be able to administer the membership aspect of the site. Posts that have the most likes should be automatically ranked towards the top of each category. Ideally, I would also like the ability to post podcasts, which are audio files of authors reading the work that has been posted. Members should be able to sign up via email and password or Facebook Connect. I am completely open to suggestions about what platform to use for this, from something completely custom, to Drupal, to Wordpress. I'm looking for suggestions.
