Build a Website

I would like the visitors to the site looking for a lawyer to click on state or city and then be navigated to the criminal or civil offense category, they would click on which category they need and then the closest lawyer to that city will be shown. The first paid lawyer or attorney in that city who signed up first would be first in the order and then the next signed up person in that and so on. The closest to that city but not in that city would be on the list behind them. Need a place or two for lawyers/attorneys to click on for more information or to sign up for our membership/directory. After they pay and sign up the lawyers would be able to create a user name (email address) and a password so they are able to get into the system and create there profile which would include a place for their picture, name, name of firm, address, phone number, days/hours open, link to email, link to website and an area where they can put in a short biography. We have the 2 paypal codes for the lawyers to sign up. One is for a one year membership and the other is for a two year membership. That is the website in general terms. Similar sites doing this are [login to view URL] or www.lawyers.com. We need something similar to that. We have all the text information just need it put together and include the above steps and backroom items taken care of and get it started.
