Build a User Portal + Backend

Looking for a proposal to build a website/ User Portal, where user can perform following functions
1. Log-in/ Log-out
2. Maintain personal data
3. Keep track of their info coming from (Our Plugins from desktop application, as well as from mobile application)
4. Our team has proposed 2 types of user control in the web Portal.
a. UserA can upload, download, read, delete, archive projects. as well as add other users as well.
b. UserB can only view the available info related to the tasks assigned to them. They can't upload anything from the website but only through the mobile application which will be integrated with in. (Mobile application is not part of this project)
5. The website can generate QR code for each file uploaded to it and keep their track.
6. We have build the design and decided the colors that we want in prototype though we don't have yet any psd.
7. The backend should have log-in as well and can add, and change user-type, such as make a user User A, or User B or block the access to account
Note:
1. We are currently looking for some proposal and personal who are ready to do the project in parts and quote us each item price separately.
2. Second, the platform should be such that it can be extendable.
