Unless you are able to find a developer that is also really good in graphics, I'd suggest that you get a designer first to only design the pages in photoshop. The designer could give you the desktop version and the mobile version with all the relevant graphics. The good thing about this, is that, just like building a house, you get to view the plans and change them accordingly before ever erecting anything. I am here though if you need a raw coder.
