Build an Interactive Website

Hi! I need a young kids' fun interactive website designing and building as a launch platform for my cartoon-style characters and their world. The look and feel needs to be in keeping with the style of my characters / world (see attached file). I can provide all the necessary design assets e.g. logo, characters / world illustrations, button designs etc, so there would be no requirements there, just shout and I'm on it! The site needs to provide a fun, creative, learning and interactive games experience for kids that will work across all hand-held devices. The site's layout, sections / sub-sections and type of games / interactivity I will want to feature would be similar to those on the CBeebies website [login to view URL] - except 'Shows' and 'Radio'. All games have yet to be planned / created but I'm happy to have a brainstorm on what's possible over Skype. The games / interactive elements can be created elsewhere if required, but an innovate developer who can animate and integrate them for use across all devices would be best. I have a strong understanding of backend CMS' (mainly ExpressionEngine) so I would like to have control over that ultimately, once shown how it functions. There will need to be a signup / member area for young kids with parental control, so experience in that field is also important, as is potentially (and rightfully) making the site 'Accessible' (we can discuss the basic aspects). I anticipate that the site will initially be fairly basic at launch, but if / when it gains a following then it would need to grow over time and virtually mirror the CBeebies website, so flexibility is key, as is being able to work on the site's growth together in stages. A set rate for building the initial basic site with 1 or 2 simple, short, easy-to-play games in each section is required for now, further stages can be budgeted / paid for if the site generates enough interest. Lastly, experience in the world of kids entertainment would be an asset, so would having a great sense of humour - I want this to be a fun, smooth project to work on together!
