Bracket Tournamenet Website with Facebook integration

Create web site enabling users to create single or double elimination brackets. Other users vote during each round. Rounds end at a time specified (tournament) by the bracket author or when total number of votes are received.
Brackets can also be non-voting. The winner/losers of each round are maintained by the bracket creator only. These are only published for informational purposes.
Each node on the bracket can have an associated icon/graphic uploaded with it.
Brackets can be embedded in other sites using a short URL.
Requires full Facebook integration. Logging into the web site will require Facebook authorization. No local site authorization. Each user must be a Facebook user.
Users must be able to share their brackets on Facebook and/or publish to their Facebook wall.
Phase 1:
Web site (Php preferred but can be .Net or other as needed), including logo, branding look.
Needs facebook App for creating/publishing/voting/m
Phase 2:
Android Mobile App
iPhone Mobile App
We will fully own the source code. It cannot be re-sold after completion.
