Create a data collection website for mining company -- 2

Hi, we are a coal mining company and we have about 200 spots around world (mainly in Assia and America). Recently, we are upgrading our mining data collection mechanism. the spots' mining producing data were reported by email and even phone call by weekly. Now we would like to build a website that every mining spots will have there own account, and through these account, they can submit their producing data by daily. Of course these data should be somehow stored in database that we can retrieve them by name or date sequence. If corresponding Excel file can be generated automatically should be great. By the way, since this website will be mainly used in Asia and America, we need enable it to support Chinese, our technician believe that potentially means we need do a little bit work with UTF-8 both on database and display. You can use any template (Drupal, Joomla, even WordPress), as long as you have a unique and stable solution should be fine, please take a consideration of our data and traffic scalar.
