CSS/Graphics For Custom Website

We have a basic template website and we are looking for several individuals willing to take very minimal direction to create the custom graphics and css style sheet for customers' websites within a couple days time from starting the project.
The html is already written, and we have a base CSS stylesheet. This work is akin to working with joomla or worpress, except there is much less to do.
The process is as follows:
1. You are given a test url and a base style sheet.
2. You are to take the written requirements for the design of the websites, maybe some mockups, and create the style sheet that will meet those requirements.
3. Customer and our staff will perform UAT and feedback
4. You finish the product.
5. You provide us with a css file and any required pictures.
6. You get paid.
The base style sheet, which covers almost every element we style, is about 853 lines. A typical stylesheet produced from styling to spec is about 150 lines. Stylesheets must be IE7+,Chrome, Mozilla, Safari compliant.
You are encouraged to submit changes to html to us to help you along with your project. This should not need to happen.
