an website based management of traffic cloaker

hi all I need some one help me to finish my cloak er. I hope ideal people with experience ever code online cloakers. basically it need to be php and mysql. im not coder but basically , it structures like this 4. objects layer top1 user; 2nd accts 3rd niche 4th display. conditions - 3rd niche ( number of conditions){ go to display(many properties control ) } functions - need to count many figures of each property and display in the web management panel in term of date range picker. layout - i do not request upon layout but it should be easy readable and controls, compatible with phone,pad, desktop. it something looks like google analytics if u have used before. I have a full set of static pages i made to illustrate the whole panel. i think this project may take one person for 30days to finish it. i ll talk to ideal candidate after reading your feedbacks and offer my detailed requirement pages the budget you can propose, I do not have tight budget but the quality and usability is what i m looking for.
