Customize Link Images to Page Development (Quickly )

I need a mod/customization that allows access to this customized page should be available to everyone, Users and non-users of site (traffic). Adding live links to images on the home landing screen (each image represents a category) to the customized page. When a link is clicked on while person is not signed in, there should be a small pop up window that asks. "Become a part of (Website Name)?" Answer tabs/buttons should state "Sign In", "Sign Up Now", or "Later for Sure". When clicked on the "Sign In" tab should ask for email and password, after entering information, window should clear as they are now signed in as a member and continue on to the link that they selected. Where they can view a post or post a new post in the category selected. The "Sign Up Now" tab redirects to the sign up page, then after completion, continues on to the link that they selected. Where they can view a post or post a new post in the category selected. When clicked on "Later for Sure" tab, the small window should close out and then resumes on to the link that they selected. Where they can view a post or post a new post in the category selected. When a non-member or member posts, that person has to choose the category (to confirm), optional four pictures max upload, each picture should be able to be viewed bigger if clicked on. All posts should be searchable by category, city, state, and zip code (ranges 5, 10, 25, 50, 75, 100 miles) as filters. The description: User or Person posting should have the free will to Title/Subject the post (Optional), include an open text box for description (max of 300 characters). Category, city, state, and zip code are mandatory. Below the description box, if it is posted by a member there is a link to the member profile page (only members can view members' profile page) and (a separate links) a link to send the member a message regarding post, which when clicked will already include the title of the post in the subject area/line of the message when redirected to "compose message" page. If it is posted by a person that is a non-member, it should state "Not Yet a Member" and contact information needs to be provided for the Non-memeber (phone number and/or email (at least one is required when posting). When a non-member completes post, there should be a small pop up window that asks. "Become a part of (Website Name)?" Answer tabs/buttons should state "Sign Up Now" or "Later for Sure". "Later for Sure" tab should close out the small window and resumes on the main page they were viewing. The "Sign Up Now" tab redirects to the sign up page and after completion, resumes on the main page they were viewing. With every post a notification should go out to all users. (Users can choose to turn notification off. This mod/customized page has to be accessible on mobile and tablet format devises as well.
