Build a Minecraft Server List Website

Hello,
I'm looking for a coder/studio who can build a website according to my requirements. The website must be programmed for running in PHP 5.3+ and must use a popular well-documented MVC framework.
About the website, it will be a Minecraft Game Server Listing, so experience in this area it's recommended, as the software should be able to communicate to the game servers using an well documented UDP query protocol (there are libraries out there to do this job).
Software Requirements:
-MVC Framework
-Friendly URLs
-Server Ranking System: Servers will have a rank number that will be determined by a given formula
-User System (Registered Users should be able to send their minecraft server info, and they will be in pending status, Administrator will approve)
-Admin Panel (Create, Modify, Delete, Approve Servers).
-Cron Job that will calculate the ranking or fetch server info (querying minecraft servers)
-Social Share Links
About Servers:
The software will consider a database table for storing Servers. Servers can have attributes like Name, IP, Website, Short Description, Long Description, Category (Premium-listed, or regular listing), Minecraft Version and can have Tags assigned to it (so the users can search server by admin-defined tags).
Design Requirements:
-Bootstrap 3 Responsive design
-Font Awesome Icons
-JQuery
-No Heavy graphic contents, as the icons will be provided by font awesome and no background, logo will be needed (A space from header banner will be needed though)
Views:
-Home Page (Ad Spaces)
-Admin
-Add Server Form (for registered users)
-Server (will show information for an specific server ID)
-I Have a reference website (though I'm not sure if it is allowed to show them here, so I will give to who wins the job, so design *should not* be an issue).
Will give reference websites that could help to understand the software idea.
