Create application which get 3 parameters from web page, request from service hash and additional text, record video and upload video to service with hash. Video should be encrypted with public key. Before recording application should show additional text and show button to start recording. after start recording app should show stop and restart buttons. when video recording finished should be started uploading. application should show process of uploading.

Hi. It is impossible to record video on client side with flash. You need any media server for that (AMS, WOWZA or red5). So stream will be recorded on it and after that you can move FLV from one server to another with any encription.
