a stock advise tracker tool

the budget only 20$ . the requirement is to develop a very basic tool to track the " stock advises " and see if its accomplished or not. there are two part ; one from the admin where to define the symbol , entry price and take profit price and the second part is by the tool to register the ticket time/date ( once enter the share symbol ) and monitor the stock price in real time , and register the date/time once the price hit the entry price " and make this filed not to change in future if the price hit again" and then if entry date filled, the system to monitor the Take Profit price in real time, if the stock price hit take profit then to register the date/time( and make it not to change in future if price repeated) it is very common to get a stock price from yahoo, you can find the function easily in google. you need to make sure that the price is update as real time. you can find system description in attached file. i have tried to implement something for that but i dont have time to cont. so that i raised here. i have prepared something but not very much proff , you can see the idea there
