Make a Excel Macro to validate information on a xls file

Hello, Freelancers! We have a XLS file that contain some columns to be filled by users. We will make this XLS file available on our website and users will download it, fill it and re-send to us. But before re-send, we want our user to validate what was filled by him, to avoid problems. So we thought about creating a Macro or something on this Excel file that the user himself can execute and check what is wrong. Each column have its own rules, that I have specified on line 11 and 12. We should also lock lines 1, 2 and 3 so user dont change data on those lines. The button to run the Macro is on cell F1. By clicking on that button, Macro will check each cell filled, and check if it is following that cell rule. Users might add a lot of lines, so we should repeat the same check for each line added. I still dont know how we can show feedback about inputed data wrong, and we can discuss about it. I am also attaching an example of the file so you can check it before we talk.
