How long will it take you to finish the job?
With all the requirements including reports, login and auditing of users, I do not believe it should take at least 15 days with testing and verification. Reports take notoriously long to develop properly and anything less than 12 to 15 days has no guarantee of decent operation.

As a database specialist, master and trainer for the past 12+ years, I believe I am the best suited to getting this project done with the requirements that you have stipulated. I have developed databases on many different platforms and for many different industries including logistics, medical, marketing, mining, education and even non profit companies before.
I suspect that you currently use a type of spreadsheet to keep track of everything, and if so, I fully understand the problems that this introduces. Developing a centralized database with a user login system will allow you to see who loaded what information and when, while a proper track record of each cylinder can be kept all they way till it's decommissioning. As mentioned above, the only thing that takes time is usually the reports, as it takes a bit longer to get everything to fit perfectly on paper as opposed to the forms we have on screen where the limits are much less.
For this databases I would focus on having the cylinders as the primary focus, meaning that even the forms should be based on their complete and detailed track record. This can be done by listing each cylinder with a unique identifier, the bar code, and then providing as much detail of maintenance and movement as possible on a split form design.
