Digital scale switch on/off

I have digital scale which work independent from electronic I need, but part I heed have to power on and off that digital scale. Power on have to be light controlled. Everything will work in total dark, and when light inside will be on, component have to detect light (from mobile phone display), and then power on digital scale and one led light. After 10 seconds it have to be power off and immediately power on again (to reset, because accuracy is better when taking second result). After 20 seconds power off again, and wait next light on display to repeat process again. After first light detection, sensor have to be disabled for next 60 seconds. I would like to this work without micro controller, to be very cheep and easy for build. Project will be accept after I receive full functional component by post office (hardware), and design draw to can make another copies of electronic if will need in future. When bid this project one of important information will be how much will be cost components to build electronic. Cheaper parts will be better. ## Deliverables Please read pdf file attached!
