This product seems to be one of the micro system services type. I have never seen the product but if you need a clone of the same then I would need an unit and extension in time. I am in Kolkata. The only challenge seems to be the "Transformer Less Technology", either a SMPS is being used or simple capacitive voltage divider circuit is being used. Since the SMPS needs to work on 3 phase AC, beware the BOM costs will be higher. Also I did not find any relay/contactor/actuator inside the PCB. So either the output is based on TRIAC/Inverse Parallel SCR /SSR or just an output control signal to make external Relay/Switchgear work. For the most cost effective one here is my approach. 1. Use Simple Capacitve Divider power supply (Found in cheap LED Lamps) 2. Sense AC voltage directly to microcontroller ADC input with proper level shift and surge/overvoltage protection by TVS/Zener Diode. 3. Use a Triac to output any one phase as the output signal that is connected to an equivalent coil voltage, in this case 220V Relay/Contactor 4. All the trip parameters can be programmed, either by push button calibration, by varying external voltage input with variac or an elaborate LCD/LED arrangement. Even Bluetooth is an option which can be viewed on any Android Phone. However Bluetooth Module cost would add to BOM It would be better if a target BOM cost is given and some more details. I have a similar device designed used by Indian NAVY but is costly. Uses a PIC18F4520 with logging.

I have done projects using 8051, PIC, AVR, dsPIC, PIC24, PIC32, STM32, Tiva, Stellaris microcontrollers. I can design the interfacing circuit. It will sit between your UPS and microcontroller. For your project PIC18F is enough but if you need PIC16F or AVR then I can use them also. I need 3 days or less time to do the project. Maybe 4 hours is enough to design the circuit and write the code. Mine are professional projects and hence I can't post example projects here. I will provide C Code. For PIC devices I can write code using Hi-Tech C, C18, XC8, mikroC PRO PIC Compilers. For AVR I can use mikroC PRO AVR Compiler, For dsPIC/24 I will use mikroC PRO dsPIC Compiler, For PIC32 I will use mikroC PRO PIC32 Compiler, For STM32, Tiva and Stellaris I will use mikroC PRO ARM Compiler. I can also provide mikroBasic and mikroPascal PRO Codes. I will also provide the C Code in HTML and PDF format. I was not able to open the word doc in wod and I opened it in wordpad and I had difficulty reading it. If possible use word to save the doc as PDF and post the PDf file here. It is better to have under voltage, over voltage and mains frequency monitoring. Also under/over current monitoring can be added. I had done such a project using 8051 and ADC0809 10 years back. That was my University project. Now I will use PIC18F to do the job. If you want high end then I can make it using 3.2/4.3/5/7 inch TFTs. The TFTs will display all the parameters in realtime. I can also do it using LEDs and LCD.

I am a power electronics designer. I have already design a circuit for High/Low voltage cutoff system called power guard which is working in the market for 5 years. Also i have designed a digital ATS system for generator power backup which is suitable for up to 300KVA. Also in IT sector, I have designed 2ms power transfer system called true ATS. It works with online UPS where more than 1 online ups is used for 100% no cutoff. All of the project i did using PIC microcontroller and some of them are using ATMEL microcontroller. I understand your demand. you count on me.
