Hello there ^^ I'm delphi coder actually I used to deal with simillar jobs just like the one you have mentioned ^^ regarding to this first we should consider doing some debugging to see is there any obstacles in the code , then we may consider using multi threaded way to enhance the performance and the speed , also we may consider new technology of low size JPEG that has been introduced recently ;) anyway provide me with more info and I will do my best ^^ best regards

I can solve this via best choice available these days. Using h264 technology. Most modern programs like skype, paltalk ,.... uses h264 codec as the best possible choise for this purpose. I'll give you a dll file with good commented sample program that uses the DLL function to compress/decompress frames. You will have the ability to control various encoding options. the sample program will also include streaming part (I mean socket programming. it maybe usefull to you) and you will recieve a program that can stream webcam and the other side program that decompress shows frames. I will make the DLL using intel IPP library. I'm new here but you can trust me as this is not new project for me I did similar thing in the past and now is just will repeat writing codes this time for you.
