Application with mysql db

Hello,
I would like someone to build an standalone application for me that allows me to add jobs, delete jobs and edit jobs. As each job is added to the db, a task is scheduled into vista (must be aware that adding new tasks via vista task scheduler is different than with the other windows versions). If a task is deleted from the db then it is also deleted from the task scheduler.
Preferably adding the tasks via the command line with window non visible or via api is prefered.
Reason for db is so that i can keep logs of jobs.
I must be able to view all jobs logged and filter the selection. eg
view only those logged by me or logged on tuesday or whatever.
Must allow me to create new customer accounts as well as new employee accounts.
More description on project as we progress.
Bonus if you have credit card processing knowledge or sms knowledge as i am looking at integrating both of those into the app.
