I'm looking for a US road traffic simulation tool that ideally is based on real historical traffic data and widely considered reputable. The intent of this effort is to figure out which simulation tool (already existing) will be best suited for a future coding competition. The coding competition will be to see who's algorithm can minimize the number of accidents, and traffic congestion if traffic light signals are allowed to be controlled by a centralized computer program. The centralized computer program would have real-time input data of vehicle location and speeds. Basically, the goal here is to answer the question of "If X% of vehicles had real-time GPS speed and location data feeding into a central control center, running an optimization algorithm to control stop-lights, how much better would traffic flow be?" where X is a variable ranging from 10% participation rate to 90%.
