Create a formula to concatenate 180 excel values

In column A there are 100.000 cells with values. I need to concatenate the value of each 180 cells. Between each excel value I need to include "+" Moreover I need to erase any duplicate value in column A. Eliminate any cell with more o less o 12 characters (11 numbers and "-")
