First off, I just wanted to appreciate the time you've taken to put in so much detail to this job description, it really does make it easier for us freelancers to meet your expectations and I believe more employers should take to such practices.
Getting to the point about creating a new resume for you. I would love to take up the opportunity. I used to work with a not-for-profit in Australia that helped uni students and recent graduates to find internships, and a lot of the times I've had to create resumes from scratch as the resumes I was given by candidates were practically unusable. And I've done scores of such resumes ( well over 15 and I definitely know what recruiters are looking for)
I think the key to a good resume is being objective about the work you've done and things you've achieved, and keeping everything precise(not more than 1-2 page(s) long).
I am happy to do multiple phonecalls to make sure I understand you perfectly and get a glimpse of the work that you do.
