Convert PSD to CSS HTML to work in all browsers with Jquery

Convert PSD to CSS. Must be clean, neat, commented code in good English. No inline CSS apart from the dark blue which will be colour changeable. This colour needs to be defined in the header of the HTML page itself and not in external CSS file. All images which are the dark blue need to be created as transparent PNG files so the colour behind shows though and changes if the colour is changed in the header. 24 hour turnaround - deadline must be met otherwise client will cancel.
