C++ Help to load windows shell context menu

I need help from c++ developer to customize Windows Shell context menu dynamically when the user clicks the right mouse button on files or folders. We will use XML file to store the context menu group name and each menu item inside it along with its action if the user click it. Please check the attached file, its a screenshot of what is expected to display if we have the following XML and the user click on a text file(ends with txt extension) If the user use right click on a folder it should display relevant actions according to the XML settings, and if the user click on an image of type jpg or gif the context menu will be displayed and load the menu items according to the XML, the same is applied for other objects or multiple selection. We need your code and the used APIs to be compatible with XP, Windows 7, Window 8, Windows Server 2003, 2008, Windows Server 2012 Please consider that we will use your c++ code or DLL in .NET 3.5 Application and the XML file will be hosted inside our application installation folder.
